Finely chop the onion, garlic, carrot, and celery.
In a large pan, heat the olive oil over medium heat and add the chopped vegetables. Sauté for about 5 minutes until softened.
Add the minced beef to the pan, breaking it up with a spoon. Cook until browned.
Pour in the red wine and let it simmer for 2-3 minutes until the alcohol evaporates.
Stir in the fried tomato, milk, oregano, bay leaf, salt, and black pepper. Reduce the heat and let it simmer for 20-25 minutes, stirring occasionally.
Meanwhile, cook the spaghetti according to package instructions in salted boiling water until al dente. Drain and set aside.
Remove the bay leaf from the sauce and adjust seasoning if necessary.
Serve the Bolognese sauce over the spaghetti and sprinkle with grated cheese.
